Part of the efforts implemented by the General Budget Department aiming to develop and improve the performance of its personnel and their productivity, as they constitute the essential pillar for the implementation of financial management reform programs and the concept of Result-oriented Budgeting (ROB), the Department held in cooperation with the Fiscal Reform Project II, funded by the United States Agency for International Development (USAID), a workshop on how to design and review the programs included in the government ministries and departments budgets to achieve their objectives, and how this will result in changes in the their policy adopted for the activities.
The participants discussed at the workshop held inside GBD premises on Wednesday, October 6, the analytical techniques that can be used to evaluate programs, determine the roles of concerned stakeholders, and then analyze the activities. The workshop included a discussion of the actions that could be taken by the ministries and departments when reviewing the submitted programs and activities and the changes that may occur in the policies as a result of the analysis in terms of taking the decision to continue government implementation of the program, continue to fund the program but through contracting with the private sector, or reduce or stop the program. Participants applied the analytical techniques to an actual case study of the Ministry of Agriculture, its programs and activities, in addition to the impact on the beneficiaries of these activities, followed by setting priorities and changing the proposed policies accordingly.
