Timetable of the Budget Preparation Phases

  • Review the initial ceilings of the ministries, departments, government units and governorates within the Medium-term Financial Framework.
  • Mid-July
  • The ministries, departments and government units supply the General Budget Department with their medium-term budgets’ projects, and the executive councils in the governorates supply the councils of governorates with the medium-term budgets’ projects of the governorates.
  • Mid-September
  • The General Budget Department includes the capital projects of the governorates within the budgets’ projects of the ministries and government departments and finalize studying the budgets’ projects of the ministries, departments and government units and prepare the mid-term expenditure framework for the ministries and government departments.
  • Early October
  • Issue the General Budget Circular
  • End of October
  • Prepare the main dimensions and features of both general budget draft law and budgets draft law of the government units and present to the consultative council of the budget for discussion and amendments.
  • End of November
  • Submit both general budget draft law and budgets draft law of the government units to the Parliament.
  • Mid-May
  • Request from the ministries, departments, government units and executive councils of the governorates to supply the General Budget Department with their budgets’ projects for the medium framework according to an initial circular issued by the Prime Minister including the adoption of initial partial ceilings for each ministry, department and government unit in addition to final ceilings for each governorate.
  • Mid-August
  • The councils of governorates approve the budgets’ projects of governorates referred to them by the executive councils of governorates and submit the to the general budget department, ministries and government departments.
  • End of September
  • Prepare the general budget circular to include setting the overall ceiling of the public spending and the partial ceilings of the expenditure of the ministries, departments and government units and the partial ceiling of the ministries and government departments shall include the budgets’ ceilings of governorates.
  • Mid-October
  • The ministries, departments and government units supply the general budget department with their medium-term framework budgets projects in light of the budget circular including the capital projects of the governorates.
  • Mid-November
  • Present both general budget draft law and government units’ budgets draft law to the Council of Ministers and approve them after making the required amendments.
  • December
  • Start discussing and approving the general budget draft law and government units’ budgets draft law in preparation for the issuance of the Royal Decree for their ratification.
