The Official Circular No. 13 for 2011 was issued for the preparation of the 2012 General Budget Draft Law, Governmental Units’ Draft Budget Law, Manpower Draft Bylaw for Government Ministries and Departments, and Manpower Tables for Government Units for 2012.

The Circular highlighted that all government ministries, departments, and units must prepare their budgets for 2012-2014 in detail, in accordance with ceilings specified to them. They should submit the same to the General Budget Department no later than November 17, 2011. In the preparation phase, all budgets should take into account limited resources, in addition to governmental policy to control and ration public spending, and increase its efficiency and productivity. Those budgets should be based on annual action plans derived from strategies, formulated in each government ministry, department, and unit.
